Maybe the child has gone off to college, and the old little chair is like a monument to the innocence and joys of childhood, for both the child and parents.

I think it's on the grandparents' porch and they are waiting, eagerly, for the grandchild to visit.

Your note suggests that it's a child's chair but you can't tell that from the photo alone. Looks to me like it was made for Uncle Sam.
