I think it's on the grandparents' porch and they are waiting, eagerly, for the grandchild to visit.
Cheerful colors. Love to see these in any home; I'm loathe to get rid of ours, even tho the grandkids don't use them anymore.

Your note suggests that it's a child's chair but you can't tell that from the photo alone. Looks to me like it was made for Uncle Sam.
