My guess is that they had to install behind the already existing parking meter, yes.

It is an interesting wall of images. Were they all taken in your town or scattered across your area? I am afraid that here in Sydney, that wall of faces would simply attract moustaches and glasses and eventually meaningless graffiti.

Sad isn't it?
